Hidden Treasures: Underused Department of Human Services Benefits for Older Adults

The training will describe the Illinois Department of Human Services benefits 1) Aid for the Aged, Blind, Disabled (AABD) Cash assistance and 2) Medicare Savings Programs. These two benefits are highly underutilized but provide very valuable benefits to low-income, vulnerable older adults. The training will describe how to apply for the benefits, eligibility criteria, and how to maximize benefits.
Hugh F. “Trey” Daly III is the Director of the Public Benefits Practice Group at Legal Aid Chicago. Trey has been in this role since 2017 but has been a legal aid attorney since 1987, previously practicing in Ohio. Trey also served as the Ohio State Director for Enroll America, a national non-profit focused on supporting implementation of the Affordable Care Act. Trey is a nationally recognized expert on public benefits and was awarded the Robert Wood Johnson Foundation Community Health Leader Award in 2009 which included a $115,000 prize for the Legal Aid Society of Greater Cincinnati. Trey recently led advocacy with the Illinois Department of Human Services which led to an additional 100,000 low income Medicare beneficiaries being enrolled in the Medicare Savings Programs generating over $218 million in annual benefits. Trey is a graduate of Xavier University in Cincinnati Ohio and the University of Kentucky College of Law.
